All work and no play make drones follow your orders of murder.

The fine folks of the Public Safety Bureau are tasked with investigating an unusual accident at a drone factory. This particular incident catches their attention when a worker is killed by a drone, and this is the third time it’s happened in the past year.

Trying to classify this as a murder, the team sets up shop inside the factory, as it’s completely shut out from the outside world, communications-wise. Linking with Dominators is also impossible due to the anechoic nature of the factory. Looks like it’s down to good old fashioned investigation tactics. 

The factory manager tries to be helpful in every way, giving out all details of the workplace and Psycho-Pass stats on all staff. Evidence is coming up short with clear and stable Psycho-Pass hues and finding no motives for murder. That is, however, until lunch time.

Apparently, bullying is the norm here at the factory. It’s categorized as a way for staff to entertain themselves due to the nature of their work — the long, isolated hours debugging drones. It’s said that if a targeted victim begins to have a clouded hue, they are assigned to a new area immediately.

The team charts the reassignments and cross-references it with staff that have been bullied, and soon notice the pattern has been broken. There have not been any reassignments since the “accidents” have occurred. When they look at the current bully victim, Kanehara Yuji, his hue is cloudiest before the “accident.” Akane is surprised that one’s hue would improve after a murder.

Everyone but Ginoza agrees that they should apprehend Kanehara. Ginoza doesn’t believe in a “detective’s intuition” and refuses to work on speculation outside of the Sibyl system. Akane begs the Senior Officer to follow through with the mission, and he reluctantly agrees.

Shinya takes it upon himself to get Kanehara to murder again. He finds Kanehara eating his lunch in a bathroom stall and begins to bully him. Kanehara gets pushed over the edge and, in a hurry, uses his MO to take out Shinya with a drone. Shinya lures Kanehara to where the team has set up communication cables in order to use their Dominators.

In the end, Kanehara is defeated and Akane begins to question what kind of person Shinya really is. I thought overall, this was a good episode. We’re beginning to see that the Sibyl system is flawed and maybe Akane is the only one who can change things within the PSB, possibly saving many lives along the line. Also, seeing the Dominator go from pacify to full on annihilate was pretty awesome.
